Code Enforcement Compliance Assistance Program (CECAP)
The City's Code Enforcement Compliance Assistance Program (CECAP) is designed to expand and make more effective Greenfield’s effort to preserve and upgrade Greenfield’s housing stock in the downtown neighborhoods.
The CECAP will:
- Support efforts to improve education of landlords on their responsibilities to manage their rental properties effectively, including workshops and technical assistance and coaching on property maintenance issues.
- Provide additional staffing to assist the Department of Public Health in responding to housing condition complaints from tenants in the rental housing stock; and
- Provide additional staffing to assist the Building Inspection Department with in its efforts to identify, monitor, and resolve vacant, abandoned, and distressed residential housing.
The CECAP approach will be a proactive effort to:
- educate landlords and prevent Board of Health involvement,
- assist tenants to quickly get housing code issues addressed if they call the Board of Health, and
- engage with owners of record and potential new owners of the distressed housing caseload to avoid “money pit” acquisitions by inexperienced property owners.
