In October of 2016, the Baker Administration awarded the Town a $7.5 million MassWorks grant for the construction of a new public parking garage on Olive Street in Greenfield, to support continued mixed-use downtown development and investment in the Town’s Bank Row Urban Renewal Area.
The Town of Greenfield is providing $2.5 million in matching funds. The Olive Street garage will relieve severe parking congestion in Greenfield’s downtown, providing capacity for new commercial and residential growth. The garage will also service the John W. Olver Transit Center, which provides multi-modal transit connections for the upper Pioneer Valley.

POCKET PARK RECOGNIZING LOCAL SCIENTIFIC EVENTS
With the construction of the Parking Garage, there was an opportunity for a new “pocket” park. Mayor Martin approached Sandy Thomas to help create a space highlighting the significant contributions to the worldwide body of scientific knowledge about honeybees and dinosaurs – specifically Lorenzo Langstroth, Dexter Marsh, and James Deane. Partnering with local artists and businesses, the City created a space which we hope inspires curiosity, leading to further discoveries and innovations.

The project continues to move forward towards our October 24th completion date. Progress is good and the garage is shaping up well.
The following is an update of ongoing and upcoming construction activities:
The focus of the work for the next two weeks will be electrical conduit for lighting and security cameras. Exterior grading will continue on the west and north side of the Parking Garage. The elevator work will be ongoing for the next month. Security and Access Control installation will start soon.
Electrical Installation
Installation of the conduit and light fixtures continues. The electrical inspector has completed the inspection of the permanent power connections. Eversource is on track to schedule the transfer to permanent power next week.
Guard Rail Cabling
The guard rail cabling was received on site last week and installation will begin next week.
Precast Welding
The welding on the precast has been completed and a successful inspection conducted.
Plumbing
The plumbing scope with the exception of the cleanouts at the front of the Parking Garage has been completed.
Stair Concrete Barriers
The concrete subcontractor will pour the barrier around the north stair tower next week. Forms have been stripped off of the south stair tower barrier.
Elevator
Installation of the elevator continues with installation of the rails. The elevator contractor has indicated they will need 5-6 weeks to complete their work.
Security
The final camera location review will occur next week. This will allow procurement of the cameras. The conduit installation for the cameras is in progress.
Olive Street Improvements
DOC has been released to procure the curbing for the north side of Olive Street from Bank Row to the east end of the Parking Garage. The first work on Olive Street will be the replacement of the curbing and sidewalks along the north side of the Street.

The focus of the work for the next two weeks will be finishing the concrete, electrical conduit / lighting, and the elevator installation. There will be some exterior work grading the area on the north side of Olive Street in front of the Parking Garage for the curb and sidewalk improvements.
Electrical – Utility – Storage – Elevator Rooms
The block walls for the four rooms in the parking garage were completed this past week. The door for the Storage room still needs to be mounted. This will allow the placement of
equipment in these rooms to commence.
Electrical Installation
Installation of the conduit will continue for the next couple of weeks. They will start installing light fixtures as well during this period. Installation of equipment in the electric room is ongoing.
Guard Rail Cabling
The posts to support the guard rail cabling on the south side of the garage are being placed. The cabling installation will start shortly.
Stair Concrete Barriers
The concrete barrier around the south stair tower was poured this past week. Marguerite will install the rebar and forms for the north stair tower and pour this barrier next week.
Concrete Placement - Garage Center Line
The concrete pours were completed between the east and west DTs this past week. Sealing and caulking will be installed next week. The final caulking on the exterior of the brick face will
be completed next week as well.
Elevator
The elevator components arrived on Monday and installation of the rails have begun. The elevator shaft roofing was installed to seal the top of the shaft. The temporary enclosure remains at the roof level to protect the door opening from water pending placement of the glass enclosure.
Olive Street Improvements
Grading and compaction at the south side of the parking garage will be done to prepare for the street improvements in this area, i.e., curbing and sidewalk.
The work on the alleyway to place the gravel fill will continue next week, hopefully with less disruption to the alleyway access. The balance of the work for the next two weeks will be concrete, masonry, and electrical. In addition we will start the elevator installation.
Alleyway – Preparation
Approximately two thirds of the alleyway has been excavated and backfilled with compacted gravel in preparation for the final paving. The remaining work for the gravel placement should be completed next week.
Stair Concrete Barriers
Marguerite will pour the concrete barriers around the stair towers next week.
Electrical – Utility – Storage – Elevator Rooms
The block walls for the four rooms in the parking garage will be completed next week. Completion of this scope will allow the placement of equipment in these rooms to commence.
Concrete Placement - Garage Center Line
At the north and south ends of the garage where the vehicles turn to go to the next elevation there is a two foot wide concrete pour required to connect the floor precast panels. This work will require the concrete to be placed in buggies to be moved from the building exterior to the five locations where these pours are required.
Elevator
The elevator components will start arriving on Monday of next week. A temporary enclosure was positioned at the roof level to provide weather protection for the elevator shaft area pending installation of the final glass enclosure and roofing.
The Project team will be starting working on the alleyway next week. This scope of work will require some restrictions to this area as noted below. We wanted to provide you a notification of the pending actions and intend on meeting those who may be impacted to minimize any disruptions.
Alleyway – Paving
Starting Monday, Aug 20th in the AM the Project team will start to prepare the alleyway for paving. This will be done in small increments starting on the Bank Row side and working eastward. Peter Sickler from DOC will review the action plan with the neighbors that may be impacted by this work today and/or tomorrow. The alleyway will be closed from Bank Row to the electrical transformer behind the Korean restaurant for the first day or so. The second section will be from the transformer to the southeast corner of the Garden Theater and so on. Once the gravel in these sections is placed people will be allowed to drive on the gravel until the pavement is started.
The primary work at the site will continue for the next couple weeks on the internal mechanical and electrical systems. The concrete work scope will begin in approximately one week. The procurement efforts for the Access Control and Security systems are in process.
Precast – Punch List
The precast welding has been completed. An inspection of the precast with the Design Engineer and the precast subcontractor is scheduled for August 21st. This walk through will produce a punch list of outstanding items to be completed. The precast caulking is still ongoing at this
time.
Electrical
The subgrade electrical conduit placement has been completed and inspected. The backfill and soils compaction is underway from the Electrical, Mechanical and Storage room area to the south stairway.
CIP Concrete
Marguerite will start placing the remaining concrete scope next week. They will start on the barrier walls around the north and south stairs at the roof level. The next major pour will be at the south west side of the garage e.g., from the Electrical, Mechanical and Storage rooms to the south stair way. This activity will be followed by construction of the three rooms.
Signage
The signage subcontract has been awarded and the vendor is developing the shop drawings, the primary focus is on the code required signs.
Access Control & Security
A recommendation has been made for the selection of the Access Control system the award is pending final approval by the Town. The final locations of the security cameras have been selected and the electrical conduit routing will commence next week.
The primary work for the next couple of weeks will continue with the internal mechanical, electrical, and plumbing (MEP) scope of the parking garage. The remaining cast in place concrete work will be the next major work scope to be addressed.
Precast Caulking
The precast caulking began on the roof at the north end of the garage. Work is continuing progressing downward to the first floor.
Plumbing
Installation of the Storm Drain risers is underway. Connections to the floor drains and collection gratings are in progress.
Electrical
Excavations for the below grade electrical conduit routing continue in multiple areas within the garage. The conduit to the electrical room from Olive Street has been placed. The work now is routing of the conduit from the electric room to multiple areas within the garage. Once the below grade scope is complete the installation of the concrete and electric room can commence.
CIP Concrete
Marguerite will start placing the remaining cast in place concrete over the next couple of weeks. They will start placement of the barrier walls around the north and south stairs at the roof level. The next major placement will be at the access ramp from Olive Street. When the on grade work is completed the electrical, mechanical, and storage rooms can be installed.
The work primary for the next couple of weeks will consist of the electrical, mechanical, and plumbing scope inside of the parking garage which should not have any impact on the general public.
Precast Panel - Detailing
The caulking for the precast is ongoing and will continue next week.
South Stair Tower
Measurements were taken for the glass for the South Stair tower. Preparations continue for the enclosure of this area.
Plumbing
The below grade storm drain connects are completed at the Olive Street entrance and the area was backfilled and compacted. Work has commenced and will continue for the next two weeks on the vertical risers and connections to the individual floor drains at each level of the parking garage.
Electrical
Excavations for the electrical conduit below grade have commenced. Conduits to the various areas are being installed. This work will continue for the next week.
CIP Concrete
The next step at the grade level will be the placement of concrete at the parking garage entrance. This is important as this work has to be completed before the Electrical, Utility, Elevator, and Storage rooms can be built. These rooms have to be in place before the equipment can be mounted allowing the permanent connections for all of the Garage services to be made.
Elevator
Construction of the elevator is scheduled to start mid-August.
Olive Street has been reopened to through traffic and the work on the Olive Street Parking Garage is moving inside the building. The work for the next couple of weeks will consist of caulking precast, plumbing, curtain wall, and electrical scope.
Precast Panel - Detailing
A structural inspection was performed by the design engineering firm, Desman last week. This was required to allow the precast panel caulking to commence. The caulking is scheduled to commence Monday, July 23rd.
Curtain Wall
Installation of the glass curtain wall on the south stair tower will start next week enclosing this area.
Plumbing
The below grade plumbing for the storm drains commenced this past week. This work will continue next week at the garage access point connecting the garage drain system to the Town system. Once the below grade piping is placed they will move to the north end to start the vertical risers.

Electrical
The below grade electrical conduit work will start on Tuesday of next week. This scope of work has to be completed prior to the concrete placement for the access ramp. Eversource will also need to place some additional conduit in this area for the EV Charging station connections.
CIP Concrete
Once the below grade electrical and plumbing is completed and backfill placed the concrete ramp work and remaining foundations can be placed. Placement of this concrete has to be completed before the Electrical, Utility, Elevator, and Storage rooms can be built. This activity has to be completed before the permanent connections for all of the Garage services can be made.
Elevator
Construction of the elevator is scheduled to start mid-August.
The “Topping Off” ceremony for the precast occurred on Thursday last week. This is a tradition established by the Ironworkers when the last structural member is place on a new building. The work will now move inside the building for the mechanical, electrical, and plumbing components.
Precast Panel - Detailing
The precast panels have all been placed into their final positions. The next step is the detailing of the precast panels. This activity will take about two weeks to complete.
Crane Dismantling & Transport Off Site
The crane was dismantled and shipped off site on Friday, Jul 13th allowing Olive Street to be reopened for traffic.
Plumbing
The plumbing inside the parking garage will start later next week. The primary work scope is the installation of the floor and roof drain system.
Electrical
There is an onsite meeting next week with the electrical contractor to coordinate the start of the electrical work. The conduit for the power feed, phone, data lines, etc. from Olive Street were positioned last year to the north side of Olive Street. The contractor will install the remaining conduit to the electrical room to facilitate the permanent power installation and other required
services to the building. The electrical scope includes power feeds to the building lighting, elevator, access points, security, signage, etc.
Electrical / Utility Rooms
Once the subgrade conduits are placed the concrete slabs and mechanical rooms can be installed. This activity has to be completed before the permanent connections can be made.
Elevator
The elevator installation is scheduled for installation to start mid-August.

The project has made significant progress setting the precast panels. Next week, the crane will move to the final position on Olive Street to set the last panels. This will result in Olive Street being closed and some additional restrictions on Wednesday for the Recorder and Zaccheo parking lots. The good news is the precast panels will be set in place and the crane dismantled and shipped off site by Thursday, July 12th, weather permitting.
Precast Panels
Twenty one to go! We are down to the final section of precast panels to be set for the parking garage. Monday the crane will be moved to its final location on Olive Street to set the remaining precast panels. The intent is to set all of the precast panels on Tuesday; this may require some overtime to achieve this objective. The trucks delivering the panels will be required to back on to Olive Street from Hope Street to position for unloading. This may cause some minor traffic delays on Hope Street.
Crane Dismantling & Transport Off Site
The crane will be disassembled in Olive Street on Wednesday. This will require a second crane to be placed in the Recorder Parking Lot for approximately 4 hours. During this time the access and departure for the Recorder lot and the lot behind the Main Street buildings will be required via the Alleyway. All traffic entering and leaving the Zaccheo lot will need to use the upper [Eastern] drive only.
Precast Detailing
The precast detailing work will be the primary work performed during the next two weeks.
Mechanical Work
As the precast detailing is being completed we will start the mechanical work scope on the interior of the Parking Garage. This will include the electrical, plumbing, elevator, etc.

Good progress was made this past week. The logistics plan is working extremely
well as a result of the cooperation of everyone in honoring the parking and travel
restrictions.
Precast
This past week the precast crew was able to exceed the projected number of precast panels being set daily. They have completed the erection of the panels for the first crane location up to and including the roof section. The crane has been moved to position number two. Structural welding inside the building started on Friday of last week. The next two weeks the primary effort will be a continuation of setting the precast panels. We are still on schedule with completion of the precast scheduled for July 13th. We should note the last precast panel placement will require the crane to be positioned on Olive Street. This will require the shutdown of any though traffic to maintain a safe working environment during that time frame.
Security & Access Control
The security system design information is being assembled and requests for quotations will be issued shortly. The Access Control specifications have been developed and the bidding documents will be developed shortly as well.
Signage
Jones Whitsett is working on the final signage requirements. Once the selections have been finalized a package will be develop to secure competitive bids for this scope of supply.
What a difference one week can make! The precast construction has begun and significant progress was made in the first week. The logistics plan is working, thanks to the cooperation of all the people impacted by the transportation of the precast panels to the site.
Precast
The crane was received on Monday, June 11th, assembled and placement of the first precast column occurred on Tuesday, June 12th one day ahead of schedule. The placement started on the northeast side with setting of the first column and is progressing across the north side of the parking garage to the northwest corner. They have placed the first and second floors in this area including the stairway to allow easy access to the second floor for the construction workers. Access to this area is being restricted to the required construction team only to assure a safe working environment. The team is averaging placement of 15-18 precast pieces per day. This volume will support the current schedule for completion on July 13th.

Security & Access Control
A meeting was held this week at the site office to review the security camera locations and the electrical requirements for the selected security system components. The IT system requirements will be provided next week to support the bidding process. The Town and the project team are also working on the final details for Access Control system, i.e. the payment system. The specification is being generated to supporting bids for this system as well.
The work at the Alleyway has been completed and the barriers moved allowing the alleyway being reopened. The restrictions on Olive Street will be activated Monday morning, June 11th with the mobilization of the crane. There will be a significant number of trucks delivering the crane components. Assembly of the crane will occur on both Monday and Tuesday, with the first precast panel scheduled to be set Wednesday.

Backfill & Compaction
The backfill and compaction on the interior of the garage has been completed to allow the erection of the precast panels. This includes the crane access path required to allow the crane to travel inside the parking garage to set the precast panels on the north end. There are several areas where the backfill will be added after the precast panels are set in place, i.e. on the Recorder Parking Lot side of the garage.
Precast
The precast erection will commence on Wednesday morning. The road restrictions will be in place to allow the trucks to move the precast panels from the staging area to Olive Street. As noted in the logistics plan this will require some parking restrictions to allow the trucks to make the turns, the trucks are approximately 85 feet long. The precast erection will be completed by July 14th.
Security & Access Control
The final design of the Security system is ongoing at the present time. Concurrently the Access Control system is also in the final stages. These systems are being coordinated with the Town to assure proper alignment with existing and future planned systems.
The concrete pours for the footings and foundations have been completed. Next week the work will be focused on completing backfill and compaction of the soils inside the parking garage foot print. The team will also be clearing the site to prepare for the start of the precast panels. As a friendly reminder the logistics plan will be activated the week of June 11th as we mobilize the crane and start setting the precast. Alleyway
The foundations on Line 1 were completed this past week. T&M will be backfilling the area by the Alleyway next week. The current schedule calls for the Alleyway to be reopened by Thursday, June 7th. We know the work in this area took longer than expected and appreciate everyone’s patience.
Backfill & Compaction
The critical work next week will be backfilling the soils to the final elevations on the interior of the parking garage foot print. This includes the placement of the access pathway inside the building for the crane.
Site Clearing
The team will be exchanging equipment next week to switch from the earthwork and concrete placement scope to the start of the precast panel erection.
Crane
The crane for the precast panel erection will arrive at the site on Monday, June 11th. This is a 300 ton capacity crane and will require approximately two days for set up. There will be significant truck traffic on June 11th to support deliveries of the crane components.
Precast
We are scheduled to erect the first Precast Panel on Wednesday, June 13th.

The logistics plan has been completed and a map showing the routing from the staging area to Olive Street is below. The map shows the routing as well as where parking will have to be restricted to allow the trucks to make the turns. In addition, there will be restrictions on the north end of the Parking Garage. Please note DOC's Peter Sickler will be meeting with the businesses on Olive Street to address the requirements for the local traffic during the precast construction period starting on Monday June 11th continuing until Saturday July 14th.
Alleyway
The restrictions are still in place with the current schedule showing this area released the first week in June. DOC is looking at expanding the area with gravel fill to make the alleyway slightly wider to improve the access.
Backfill
As the foundations are completed the team is working on backfilling and compaction the completed areas to the final elevations. This work is expected to be ongoing for the next two weeks prior to the start of the precast erection. A pathway for the crane to maneuver inside the parking garage allowing access to set the precast panels will be placed in this period. Crane mats will be placed on top of the pathway to distribute the load from the crane and precast
panels.
Rebar & Forms
Next week work will be completed on the northwest corner, Line – A and Line 1 for the forming and rebar. In addition work will commence on the foundation forms and down Line A and Line 1-2 to connect to the foundation wall already poured behind Mohawk Equipment. The team will be working on removing the existing forms where the concrete pours have already been placed.
Foundation Pours
The footing pour on Line – A and Line 1-2 is scheduled for next Tuesday. We hope to make the foundation pours in the northwest corner by the end of next week. All foundation work is expected to be completed by June 8th.
The draft of the logistics plan for the delivery and setting of the precast panels has been developed and is currently under review by the Project team. This plan addresses the movement of the precast materials from the temporary staging area in Greenfield to Olive Street and the requirements on Olive Street during the setting of the precast panels. We should have the final reviews completed next week and will distribute the information at that point.
Alleyway
We are making progress with the work on the northwest corner for the installation of the footings and foundations at this location. The weather has not been very cooperative this past week. The restrictions are still in place with the current schedule showing the area released the first week in June.
Excavation
We started the excavations in the middle of the parking garage, Line B this past week. We also continued down the west side along the Recorder Parking lot at the south end. This work is progressing well.
Transfer Pads / Rebar & Forms
The Transfer Pad work on west wall continued toward the south end of the parking garage. The Rigid Inclusions were leveled to the required height in this area and the transfer pads placed. This same activity is ongoing in the center of the Parking Garage and will continue next week.

Foundation Pours
The footing and foundation work is progressing in multiple areas. The primary area done last week was along the west wall. In addition to the west wall the team moved to the center of the parking garage, Line B installing forms and rebar. The form and rebar work will begin in the northwest corner next week. We are anticipating pouring the concrete on the southwest side of the garage next Thursday, May 24th. The concrete pours for the center of the garage are scheduled for the first week in June.
We expect to complete all of the concrete work by June 8th. This milestone will trigger mobilization of the crane for setting of the precast panels. At that point we will start going upward instead of digging in the dirt! This change in direction will make the Parking Garage progress much more visible.
Olive Street Traffic Impacts
A question was raised last week regarding the traffic flow on Olive Street as the installation of the precast panels begins. There will be some disruptions to the traffic flow during this phase of the Project, i.e. when the crane is received and unloaded, when the crane is shipped off the site, etc. There will also be some temporary disruptions when the delivery trucks make the turn onto Olive Street with the panels. Olive Street will have to be closed to through traffic when the final precast panels are being set. This will be required as the crane will have to be positioned on Olive Street to set these panels in place. The Project team is working on a logistics plan to identify the timing of these events. This information will be provided prior to the events to minimize the impacts to the general public.
Alleyway
The Alleyway restrictions remain in place. The work is going slower than originally anticipated. We expect the Alleyway restrictions will extend another week past the original deadline. The delays in this area fortunately are not impacting the overall Project schedule. However to those of you who are being impacted, we appreciate your patience and are working to get the Alleyway reopened as soon as possible.
Excavation
Excavations to the top of the Rigid Inclusions continue on the west side (Line A) toward the northwest corner of the Parking Garage. In addition this past week the Project team started excavation along the Recorder Parking Lot (Line C). This is a change in the sequencing, initially the excavations were planned to continue down the center of the Parking Garage but the amount of soil and materials stored in this area made it more productive to proceed on the east side of the parking lot first.
Transfer Pads / Rebar & Forms
The transfer Pad work on west wall is continuing northward toward the northwest corner of the Parking Garage, forming and rebar placement is following this effort. Transfer pad work has commenced on the east side adjacent to the Recorder Parking Lot.

Foundation Pours
Footings continue to be poured along the west side of the parking garage moving toward the northwest corner. The Foundations on the north end have been backfilled and compacted with the exception of the northwest corner. The crew is working on the forming and pouring of the footings and foundations on the east side of the garage this activity will continue through next week. This will be followed by the same scope in the center of the Parking Garage the following week

Pre-cast
A site review at the Dailey Precast shop was conducted this past week to review the stored materials. At the present time approximately 80% of the precast panels for the Parking Garage have been fabricated and stored at their shop in Shaftsbury, VT. Shipment of the precast panels will commence in early June. The panels will be stored at a temporary staging area in Greenfield. Deliveries to the site for placement are expected to commence the week of June 11th.
Alleyway
The restrictions to the Alleyway remain in place. The Shoring Box has been placed at the northwest corner of the Parking Garage to provide safe working access to this area for the installation of the foundation forms and rebar. This work is anticipated to continue all of next week. The pour will have to be placed, forms removed, and the area backfilled before the alleyway restriction can be removed.
Excavation
Excavations to the top of the Rigid Inclusions continue on Line A from the south end of the Mohawk Equipment lot northward toward the alleyway. This is required to establish the elevations of the Rigid Inclusions prior to placement of the transfer pads.
Transfer Pads / Rebar & Forms
The transfer Pad work on west wall is continuing northward toward the northwest corner of the Parking Garage, forming and rebar placement will follow.

Foundation Pours
The project had an additional concrete pour this past week near the Dance Studio - approximately 40 Cubic Yards. The footings and foundations will continue to be placed northward along Line A to the northwest corner. Once Line A is completed the foundation work will move to the center of the parking garage, i.e., Line B.
Foundation Pours
The project had two concrete pours last week totaling approximately 340 Cubic Yards. The third concrete pour is now scheduled for next week in the area adjacent to the Dance Studio.
Excavation
Excavation along the west wall of the garage starting at the north end and moving southward is planned for the week of Apr. 30th. The excavation at the northwest corner of the garage will require restricted access to the alleyway as noted above. The work in this area is anticipated to take approximately 10 days.
Transfer Pads / Rebar & Forms
The transfer Pads on the west wall have been placed from the Dance Studio northward. This work will continue as the excavations are completed. Forming and rebar placement will continue in these areas over the next two weeks.
Next week the Project will make the first concrete foundation pour estimated at approximately 200 Cubic Yards. During the next two week period excavation in the northwest corner of the garage will impact the alleyway traffic for approximately 2 days, currently anticipated to be on Monday April 30th and Tuesday May 1st. Arrangements are being made with the users to accommodate this restriction.
Foundation Pours
The first concrete pour will be made Monday, April 23rd on south end of the parking Garage. The concrete will be allowed to cure sufficiently prior to the area being backfilled. Due to the weather delays last week a second pour will be done on Monday as well at the north side of the parking garage from approximately the middle of the garage to the northeast corner. The third concrete pour is now scheduled for Wednesday May 2nd in the area adjacent to the Dance Studio.
Excavation
Excavation along the west wall of the garage starting at the north end and moving southward is planned for the week of Apr. 30th. The excavation at the northwest corner of the garage will require restricted access to the alleyway as noted above.
Transfer Pads / Rebar & Forms
The transfer Pads along the west wall will be placed after the excavation is completed. These must be installed before any rebar or form work in this area can be performed.
The Parking Garage onsite work remains focused on the garage foundation scope. The major offsite ongoing work is the fabrication of the precast panels by Dailey Precast. The current schedule calls for the precast to start being erected in place at the beginning of June.
Transfer Pads
The Transfer Pad installation on the north and south ends of the garage have been placed and compacted. This allowed the start of the foundation work scope this week. The Transfer Pad work is moving to the southwest side of the project along Karen’s Dance Studio. The work in the Dance Studio area will be done in stages due to the proximity of the existing foundations.
Rebar & Forms
Placement of rebar and foundation forms has commenced in two locations, along the north and south ends of the parking garage. Several areas require shoring to be placed to support the surrounding embankments. The next area to be formed will be along the southwest side next to the Dance Studio.
Foundation Pours
The first concrete pour is now scheduled for next Wednesday, April 18th. Inspections of the rebar will be performed on Tuesday prior to the pour. There will also be cylinder test samples of the concrete taken for every 50 Cubic yards poured to monitor the quality. There is a concern that this first pour may be delay due to the pending weather on Monday.
Precast Panels
Shop fabrication continues at the Dailey Shop in Shaftsbury, VT. Deliveries will commence in May with the materials delivered to the Staging area for temporary storage. The precast panels will be transported from this area to the site as required to allow them to be removed from the trucks and directly set into final position.
Work is ramping up on the Parking Garage with the start of the scope associated with the foundation installations. The foundations are the last of the major work to be done below the Parking Garage final grade elevations.
Transfer Pads
The Transfer Pad installations are ongoing in two areas, the north end of the Parking Garage (Line 1) and the south end (Line 6). The Transfer Pads on line 6 will be completed by Monday, April 9th. The Transfer Pads on the north end are taking a little longer due to water accruing in the excavation around the rigid inclusions last week. This required some addition geotextile matting and stone back fill to be placed in this area.
Foundation Materials
Rebar deliveries for the foundations commenced this past week. The materials are being received and stored on site. The forms for the foundations are also being received and stored on site.
Foundations
The placement of the foundation forms and rebar will start early next week, Tuesday, April 10th. This work will begin on the southeast end of the Parking Garage along Line 6 progressing toward Karen’s Dance Studio. The foundation work will then move to the northeast end along Line 1.
Precast Panels
A site shop visit was conducted at Dailey Precast on Friday, April 6th to inspect the stored materials. Dailey is approximately 40% complete with the shop fabrication and will start shipping materials to the Project site in early June. Dailey sent a truck to the site last week to test the routing from the staging area to the Olive Street Parking Garage. The routing has been selected and the final requirements relative to potential parking restrictions, sign modifications, traffic monitoring, etc. are under evaluation.
The Olive Street Parking Garage team is returning to work at the Project site starting Tuesday, March 27th . T&M dug a test pit at the site this week to determine the frost levels and only found about 3” approximately a foot below the surface; it is anticipated this will dissipate over the next few days. The decision was made on Thursday of this week to remobilize the Project. This is the first Weekly Newsletter since we shut down the site for the winter.
Transfer Pads
The first work to be performed will be the installation of the Transfer Pads. Transfer Pads are designed to spread the loading from the building foundations onto the Rigid Inclusions that were installed last January. This requires removal of the soil materials around the top of the Rigid Inclusions, adjusting the top of the Rigid Inclusion to the final design elevations, and then installing the transfer pad materials.
Foundations
Once the Transfer Pads for a particular foundation area are completed, the foundation in that area can be placed. They plan on starting installation of the first foundations the week of Apr. 02nd . Once the foundations are completed you will start to see the parking garage rise up out of the ground.
Precast Panels
Dailey Precast has been working at their shop all winter fabricating the precast panels for the Olive Street Parking Garage. DOC has been working with the Town to identify a staging area to temporarily store these materials. Once the foundations are complete the precast panels will be moved from the staging area to the Project site on a “just in time” basis, i.e., lift the panels off the truck and set them into their final position.
We are happy to be back and look forward to providing you weekly updates on the Project as it progresses to completion.
This will be the last issue of the Weekly News Letter Report until the construction work is restarted in the spring. DOC will be working periodically out of the DOC office on Bank Street during this time period. We will restart the Weekly News Letter upon construction re-starting onsite in the spring.
“Rigid Inclusions”
Hayward Baker completed the final Rigid Inclusions on Friday, Jan. 12th. Approximately 178 Rigid Inclusions were installed to improve the soil conditions. Hayward Baker will demobilize the site the week of Jan. 15th we anticipate this will be completed by Wednesday, Jan. 17th and the site construction work will be shut down until the weather breaks in the spring. We anticipate work restarting in mid to late March. There will be ongoing work offsite during this period, e.g. the design and fabrication of the Precast Concrete panels only the onsite Project construction activities will be terminated.
“Karen’s Dance Studio”
On Friday morning, Jan. 12th the Project team was notified of an issue regarding cracking in the east wall of the Karen’s Dance Studio. Crack monitors were installed that afternoon to monitor any changes. An engineering team will be on site Monday, Jan. 15th to assess the cracking and determine the cause and corrective actions required to resolve the issues.

“Rigid Inclusions”
Hayward Baker completed 92 of the Rigid Inclusions as of Friday, Jan. 5th . The cold temperatures and heavy snow delayed work this week resulting in production work only occurring on one day. Hayward Baker has installed approximately 50% of the Rigid Inclusions required. At the current production rate this would allow them to complete the rest of the installations by Friday, Jan.12th. This is weather dependent and could get pushed out a few days if we continue to have adverse weather.
Once the Rigid Inclusions are completed we will close the site for the rest of the winter. Work is expected to restart in mid-March, again weather dependent with the Parking Garage Foundation installation. There will be ongoing work offsite during this period, e.g. the design and fabrication of the Precast Concrete panels.
We will continue with our Bi-weekly Progress Review meetings but all onsite work will be shutdown. We intend on pausing the Weekly News Letter report for the winter once we demobilize, tentatively the end of next week. We will restart the Weekly News Letter upon construction starting onsite in the spring
“Existing Foundation Obstructions”
T&M Construction completed the removal of the existing foundations and demobilized the site. They have left some equipment on site to support any additional efforts required should more obstructions be identified.
“Rigid Inclusions”
The Rigid Inclusion load test was successful and the Geotech engineer has accepted the results. This allowed for the production drilling of the Rigid Inclusions to commence on Tuesday, Dec. 26th. A decision was made to modify the approach for the installation of the Rigid Inclusions along the Dance Studio foundation. Hayward Baker drilled through the existing obstructions with a different type of drill rig to clear that area. Due to the diameter of this smaller drill rig they had to drill three holes at each location to assure the area was clear of obstructions for the Rigid Inclusions. Hayward Baker completed 71 Rigid Inclusions as of Friday, Dec. 29th. The cold temperatures have created some issues with penetrating the ground due to the frost layer but the work is going well. At the present time the Rigid Inclusion work is anticipated to be completed and the site demobilized no later than Friday, Jan. 12th. This is weather dependent and could get pushed out a few days. Once the Rigid Inclusions are completed we will close the site for the rest of the winter. Work is expected to restart in mid-March, again weather dependent with the Parking Garage Foundation installation.

“Wet Utilities Installation Completed”
The final storm drain catch basin and connecting piping was installed this week on the northwest side of the parking garage. This completes the installation of the Wet Utilities.
“Existing Foundation Obstructions”
We believe the obstructions due to the existing foundations have been successfully removed and the site is ready for the installation of the Rigid Inclusions. There is one area along the west side of the Parking garage where the foundation materials extended beyond the locations shown on the drawings. A decision was made to modify the approach and drill through these obstructions with a different type of drill. This adjustment will avoid any changes required in the locations of the rigid inclusions and avoid any design modifications to the foundations. The Parking Garage area has been leveled and additional gravel placed and compacted to support the Hayward Baker Drill Rig. I provided you some incorrect information last week regarding the weight of the Hayward Baker Drill Rig. When the counter balance weights are added to the machine the correct total weight is 200,000 pounds, for us nontechnical people it’s heavy! T&M Construction is demobilizing the site, pending any additional obstructions being located during the rigid inclusions installations. They will leave some equipment at the site to support additional efforts to remove obstructions if found.
“Rigid Inclusions”
Hayward Baker conducted their load test on the test inclusion on Thursday, Dec. 21st. The Geotech engineering is evaluating the test results on Friday and is expected to approve the test. Production drilling will commence on Tuesday, Dec. 26th, pending the final approval. The rigid inclusion installation will be the only work ongoing at the site for the next two weeks, barring any further obstructions. The start of the Rigid Inclusion production drilling was delayed four days so the original completion date of Jan. 5th is expected to move out to Friday, Jan. 12th, this is weather dependent but will not impact the overall project schedule. Once the Rigid Inclusions are completed we will demobilize the site for the rest of the winter. Work is expected to restart in mid-March, again weather dependent with the Parking Garage Foundation installation.

“Existing Foundation Obstructions”
The remaining existing foundation at the Hotel / Livery building circa 1887 was removed that will allow the remaining storm drain and clean out to be installed the week of Jan.18th. The existing culvert along the Dance Studio was removed in several areas however the location of the culvert as shown on the drawings was incorrect in two areas and complete removal in these areas were not viable. Alternate plans are being evaluated regarding the installation of four rigid inclusions to support the foundation at these points.
The old Electric Light Station also circa 1887 at the northeast end of the parking garage foundation was removed. Two other areas along this line will be excavated next week to verify there are no obstructions existing on the southeast end of the parking garage along line C. The last area to be addressed relative to an existing foundation is the ramp area on the ground floor of the Parking Garage. There was an existing dwelling in this location that will also have to be addressed. Once the foundation removals are completed the ground where the Hayward Baker Drill Rig will be position has to be stabilized. This rig has a gross weight of approximately 177,000 pounds. This will require the installation of 3 feet of compacted gravel in three areas and is expected to be completed by Wednesday, Dec. 20th . T&M Construction will demobilize the site once this work is completed.
“Rigid Inclusions”
Hayward Baker mobilized the site on Monday, Dec. 11th . The test inclusion was scheduled for Tuesday, Dec. 12th but has delayed moved out due to an issue with the existing drill bit on the machine. The Test Inclusion was installed on Wednesday and the last of the four supporting piles was completed on Friday, Dec. 15th. Cylinders of the grout used in the test pile were collected to assure the materials reach the design capacity. These results will be confirmed prior to the load test at site now scheduled for Thursday, Dec. 20th. Once this test is completed the production drilling will begin. The design team is evaluating options relative to a few rigid inclusions near the Dance Studio. The final decision could change the schedule a couple of days but would not have an overall impact as once this work is completed the Project will be shut down for the remainder of the winter months. We are still holding the expected completion date for the Rigid Inclusions on Friday, Jan. 5th however this will be driven by the weather. Work will restart in the spring with the Parking Garage Foundation installation. The start date will also be driven by the weather at that time.

“Remaining Wet Utility Work”
Work continues with the installation of the sewer and drain systems at the north end of the Olive Street Parking Garage. This work has impacted the alleyway as the embankment had to be partially removed to install the sewer and drain systems in parallel with the alley. DOC has been working with the impacted personnel to minimize the impact.
The sewer piping will be routed to the Mohawk Equipment building starting Monday, Dec. 4th. Completion of this line will conclude the installation of the new Sewer Systems and allow the remaining existing systems to be removed. The existing culvert and sewer systems presently located where the Parking Garage foundations will be located have to be removed. This work has to be completed to facilitate the installation of the Rigid Inclusions which are the next phase of the project.
We have discovered two areas with existing foundations that were not previously identified. These foundations are an obstruction to the installation of the Rigid Inclusions and will also have to be removed prior to the start of the installation of the rigid inclusions. We will be investigating several other areas where to rigid inclusions will be placed to assure we have identified and removed any additional obstructions.
“Rigid Inclusions”
Hayward Baker will be moving the drilling equipment onto the site the morning of Tuesday, Dec. 5th. This is a wide load and will be moved in the early morning hours to prevent traffic disruption. Hayward Baker will mobilize the site on Wednesday, Dec. 13th. The set up and site testing will take a few days before the production work can start. The production work is scheduled to start on Tuesday, Dec. 19th with a completion date of Friday, Jan. 5th. Once this work is completed the Project will be shut down for the remainder of the winter months. This shutdown is planned to avoid additional costs associated with pouring concrete in adverse weather conditions. Work will restart in the spring with the Parking Garage Foundation installation.

“Recorder Parking Lot – Olive Street”
Paving of the Recorder Parking Lot and Olive Street will be done on Monday, Nov. 27th. Olive Street will be opened to through traffic once the paving is completed. Olive Street will remain open with the exception of a short period of time next summer to allow positioning of the crane to set the last of the precast panels. The Recorder Parking Lot will require the striping to be completed for the parking spaces prior to reopening, scheduled for Wednesday, Nov 29th.

Once the Recorder Parking Lot is reopened the Wet Utility activity will move westward in the temporary parking lot toward the Mohawk Equipment building with both Storm Drain and Sewer systems. A gate has been installed on the Bank Row to limit access to this area due to the excavation work in this area. These systems are scheduled to be completed by Friday, Dec. 8th. The existing culvert and sewer systems presently located where the Parking Garage Foundations will be located have to be removed. This work has to be completed to facilitate the installation of the Rigid Inclusions which are the next phase of the project.

11/20/17 - Report No. 12
We have finished the sanitary & storm to the back of the Garden Theater. Most importantly we are scheduled to pave Olive Street and the Recorder lot on Monday 11/27. As soon as the paving is complete and the paving crew has left we will open Olive Street completely. We will not have to close Olive Street again until we are erecting the precast concrete pieces for the garage next summer.
The Recorder lot will open Wednesday 11/29 because we will need to line stripe first. Will be headed up the temporary lot with the storm & sanitary piping toward Mohawks parking lot with the plan to have ALL piping complete by 12/8. On 12/11 drill rigs will arrive to install the rigid inclusions which are drilled hole down deep and then filled full of grout. This operation will take until about 1/5. We will be leaving the project after that until spring.
11/13/17 - Report No. 11
“Finish Wet Utility Work”
The Wet Utility work has moved off of Olive Street to the area north of the Parking Garage behind the Garden Theater. This is where most of the interconnection of the existing systems is required. We have experienced a couple of issues with access in this area, we had to modify the road to the Recorder Loading Dock and are presently working with the dumpster vendors to assure they have adequate access. The work in this area is expected to continue until Dec. 8th. T&M is working to installed selective piping systems and backfilling the area to maintain adequate access in this area.
A new manhole at the rear of the Garden Theater, PDMH # 9 with five connections was installed. They are working presently on installing the 24” RCP connection from this location to the north end of the Recorder Parking Lot. This line passes very closely to the new sewer manhole, ESMH # 5 that will capture the Garden Theater sewer line. An issue was identified with this sewer line relative to the depth of the existing system. The connection point had to be modified to reroute the line from the exit point of the Theater to the new manhole. Installation of these interconnections will continue until Thursday, Nov. 28th. We appreciate your patience during this time as the work in this area is very close to several of the businesses abutting the parking garage.
T&M will be the removing the existing culvert and sanitary piping in the Parking Garage area once the interconnections are completed, this will commence on Monday Dec. 6th and complete by Tuesday, Dec. 12th. Once this work has been performed T&M then have to level the Parking Garage area for installation of the Rigid Inclusions. At the present time Hayward Baker is scheduled to mobilize on Dec. 13th. Their schedule for the installation of the 200 Rigid Inclusions to start on Tuesday Dec. 19th with an 18 day duration, accommodating the holidays.
T&M is installing the backfill the Recorder Lot area with the gravel and fine grade materials. T&M will pave the Recorder Parking Lot on Monday, Nov. 27th. Jersey Barriers will be installed on the west perimeter for the winter months and new Guard Rails will be installed in the spring when the final paving is placed. We anticipate relocating the temporary parking back to the Recorder Lot on Wednesday Nov. 29th. Olive Street is also being backfilled and compacted and the repaving will be done at the same time as the Recorder Parking Lot.
Olive Street will remain closed to through traffic until the paving is completed. We did receive some complaints about the traffic using Olive Street while it was closed. We have taken some corrective actions, adding additional signage and repositioning some of the Jersey barriers to assure a safe environment.
11/06/17 - Report No. 10
“Wet Utility Work”
In order to gain access to the manholes in the temporary Parking area a new road has been installed for access to the Recorder Loading Dock area. This was completed on Thursday but had to be modified on Friday Nov. 3rd to provide adequate access for large trucks into this area.
Installation of the 8” SDR piping from the existing manhole in Olive Street to the new manhole installed in the Recorder Parking Lot started on Friday Nov. 3rd and will be completed by Monday Nov. 6th . Two additional existing lines, a 6” PCB pipe and a 12” pipe need to be installed in this area completing Tuesday, Nov. 7th.
There are two piping lateral services that cross Olive Street to the Parking Garage that have to be installed. One connects to the 24” RCP piping and a second to the existing sewer system. These piping systems conflicted with the Parking Garage entrance grade beam and will require a minor design change.
Olive Street will remain closed to all traffic from the FRTA parking lot to the west entrance of the Zaccheo’s parking until these piping systems are completed and the repairs to Olive Street can be made. Access to Zaccheo’s parking lot will be restored once this work is completed, current expectation Wednesday, Nov. 8th but may be delayed a day or two due to the design change noted above.
Work will move to the north end of the Parking Garage area in the Temporary Parking Lot area next week. Two new manholes will be added in this area starting on Monday, Nov. 6th through Monday Nov. 13th. Once the manholes are installed there are multiple existing piping systems that will have to be rerouted to the new systems, this work will be completed Thursday, Nov. 28th. Concurrent with the new installation scope T&M will be the removing the existing culvert and sanitary piping to facilitate the access for the Rigid Inclusions (RIs). The RI scope is required to provide additional reinforcement to increase bearing capacity and reduce post-construction settlement in weak or compressible soils, the condition that exist in the Parking Garage area. The removal of the old systems will commence on Monday Nov. 20th and complete by Tuesday, Nov. 28th.
Pavement of the Recorder Parking Lot is planned for Monday, Nov. 27th. Jersey Barriers will be installed on the west perimeter for the winter months the new Guard Rails will be installed in the spring when the final paving is placed. The repaving of Olive Street will be done at the same time. This will be a base coat only as the street will be repaved as part of the Olive Street upgrade by the Town next fall.

“Wet Utility Work”
The 18” RCP Storm Drain piping in Olive Street has been connected to the manhole in the Recorder Parking Lot completing this system rerouting. This is the deepest piping in the Wet Utilities Work package and required an elaborate Slide Rail support system to protect the workers. The remaining systems are not as deep and a standard type of shoring can be used. Perhaps more important to you we’ll not be pounding on the piles any longer!
Work will start on the 24” RCP piping in Olive Street Monday, Oct 30th, with completion of the 24” RCP Drain piping at the south end of the Recorder Parking Lot by Monday Nov. 6th. There are two piping laterals that service the new Olive Street Parking Garage that have to be installed in conjunction with the 24” Drain piping. These lines are used for collection of the outflow from Oil & Water Separator systems used in the parking garage, one connected to the 24” piping and a second to the sewer system.
Once the 24” RCP Drain piping reaches the manhole in Olive Street at the entrance of the Recorder Parking lot, a second coordinated effort will be required to install the 8” SDR piping from the existing manhole in Olive Street to the new manhole installed in the Recorder Parking Lot. This work is expected to start Friday Nov. 3rd and be completed in parallel with the 24” RCP piping on Monday November 6th. During this time period, Olive Street will be closed to all traffic from the FRTA parking lot to the west entrance of the Zaccheo’s parking. Once the piping is complete there are some repairs to Olive Street that have to be made to allow the access to Zaccheo’s parking lot to be reopened. This is expected by middle of the week, current expectation Wednesday, November 8th.
Completion of the Olive Street work will facilitate moving to the north end of the Recorder parking lot. This area is the most complex underground piping area as there are multiple systems located in the same proximity. The first scope to be addressed is the installation of a series of new manholes and 12” RCP piping, this work is planned to commence on Monday, Nov. 6th and complete by Monday, Nov. 13th. We are working on rerouting the traffic flow to the rear dock of the Recorder Building to assure continuous access. Once this scope has been completed the gravel & fine grade backfill of the Recorder Parking Lot will commence, planned for Tuesday Nov. 14th and completed on Thursday, Nov. 16th.
The Project Sign was installed this week on Bank Row at the entrance of the temporary parking lot.

“Wet Utility Work”
We experienced a true Wet Utility incident this past week. During the eastward excavation on Olive Street for the 18” RCP Storm Drain piping 3” CI Water line was damaged, this piping was not identified on the drawings. The DPW team responded quickly but the repairs took from 11:00 AM until 5:00 PM to complete during which time Olive Street was closed to all traffic.
The excavation moving eastward on Olive Street installing the 18” RCP Storm Drain piping to the manhole in Olive Street adjacent to the Recorder Parking Lot will continue with an expected completion on Monday Oct. 23rd. That will allow the start of the last section of the 18” RPC piping turning into the Recorder Parking lot and connecting the line to new manhole in the South end of the Recorder Parking lot. This work is expected to start on Tuesday Oct. 24th and be completed on Friday Oct. 27th.
The Installation of the 8” SDR sewer piping will start at the manhole at the end of the Recorder Parking lot and run to the next manhole, PSMH #3 at the north end of the Recorder Parking Lot. This work will start on Thursday Oct. 19th and be completed on Monday Oct 23th. The piping work will continue in the Recorder Parking lot west to the next manhole with a completion date of Thursday Oct. 26th. The team will then move back to the manhole in the middle of Olive Street to connect the 8” SDR piping from the existing manhole to the new manhole installed in the Recorder Parking Lot. This sequence is required due to the proximity of the 8” and 24” piping at the Olive Street Manholes. Olive Street will have to be closed from the East side of the FRTA driveways to the East Side of the existing manhole, unfortunately blocking this entrance to the Zaccheo parking lot while this work is being done. Peter Sickler will coordinate this activity with the parties to mitigate the impacts.
The 24” RCP Storm Drain system work will commence on Monday Oct. 30th at the existing manhole just east of the FRTA parking lot, EDMH #4 and continue to the manhole in front of the Zaccheo Parking Lot, PDMH #4 with a planned completion date of Thursday Nov. 2nd. The 24” RCP Storm Drain piping will turn in to the Recorder Parking Lot toward the next manhole, PDMH#5 with a completion date of Thursday Nov. 2nd.
The Project Sign is being fabricated and will be placed at the entrance to the Project parking area off of Bank Row. We are still waiting for confirmation of the Formal Ground Breaking Ceremony we hope to have this date soon.

“Wet Utility Work”
We installed the shoring adjacent to the Dance Studio and excavated the area to allow replacement of manhole EDMH #2. During this operation monitors were installed on the Dance Studio to record and monitor the vibration levels. We have started moving Eastward on Olive Street installing the 18” RCP Storm Drain piping toward manhole PDMH #1. This work is scheduled for completion on Monday Oct. 23rd. The last step for the 18” RPC piping will be turning into the Recorder Parking lot and connecting the line to PDMH #2. This will require benching down from the existing manhole to the Recorder Parking lot. This work is expected to start on Friday Oct. 24th and be completed on Friday Oct. 27th. We have installed Jersey Barriers on Olive Street as well as fencing to secure the open trench areas.
The 24” RCP Storm Drain system work will commence on Monday Oct. 30th at the existing manhole EDMH #4 continuing to PDMH #4 with a planned completion date of Thursday Nov. 2nd.
We have a change in the sequence this week on the 8” Sewer line based on the depth of this sewer line at the Olive Street Manhole. The 8” sewer line will have to be installed in parallel with the 24” RCP Storm Drain line on Olive Street due to the close proximity. The new sequence calls for the Installation if the 8” SDR piping to start at PSMH # 1 manhole and run to PSMH #3. This work will start on Tuesday Oct. 17th and be completed on Monday Oct 27th. The piping work will continue from PSMH #3 to PSMH #4 starting on Tuesday Oct. 24th and completing on Thursday Oct. 26th. This new sequencing will delay the proposed blocking off of Olive Street for the tie in to the existing sewer manhole in the middle of Olive Street for about three weeks. Unfortunately when this work is done Olive Street will have to be closed from the East side of the FRTA driveways to the East Side of the existing manhole. Peter Sickler will coordinate this activity with the parties to mitigate the impacts.
The Formal Ground Breaking Ceremony date is still pending. We hope this will be resolved the week of Oct. 16th. The Project Sign is being fabricated and will be placed at the entrance to the Project parking area off of Bank Row.

“Dry Utility Work”
The Dry Utility work was completed on Friday, Oct. 6th with Verizon removing their wires from the Poles on Olive Street. DOC will remove the two poles next to the Wet Utilities work next week. Eversource will remove the remaining pole adjacent to the Cartelli Body shop. Verizon will be working on an underground conduit across Bank Row unrelated to the Garage Project.
“Wet Utility Work”
In October and November, the work will be focused on the Wet Utility work with the objective of having the Recorder Parking lot re-paved by Nov. 27th. There are three systems that have to be completed to achieve this goal. First we have to complete the installation of the 18” RCP Storm Darin line. We are currently working on this scope in the Recorder Parking lot and will complete this section on Tuesday, Oct. 10th. The next step is replacement of the existing manhole on Olive Street adjacent to the Dance Studio starting on Wednesday, Oct. 11th. The 18” RCP piping is the deepest excavation on the project and will require Jersey barriers to be installed on Olive Street to maintain a safe distance from the trench shoring and vehicles. The installation of this piping will continue east up Olive Street to the turn into the Recorder Parking lot expected to be completed by Friday Oct. 27th.
The second scope of work is an additional 24” RCP Storm Drain system. Work on this system is scheduled to commence on Oct. 30th at manhole PDMH#4 and routing of this line to PDMH #9 planned to be completed by Nov. 17th. In parallel with this pipe and manhole installation a third scope, the 8” SDR sewer system will start on Wednesday, Nov. 15th with a completion date in the Recorder Parking Lot area of Wednesday, Nov. 22nd. Completion of these three systems in the Recorder Parking lot area will allow installation of gravel and fine grade starting on Monday, Nov. 20th though Wednesday, Nov. 22nd. Paving of the Recorder Parking lot is planned for Monday, Nov. 27th to allow people to move back into their normal parking areas.
This report extends out further than the typical two week look ahead but with the work ramping up and moving into more active areas, i.e., Olive Street, we felt it appropriate to share where the project is heading from now until Thanksgiving.
The Formal Ground Breaking Ceremony date is still pending. We hope this will be resolved the week of Oct. 9th. The Project Sign is being fabricated.

“Dry Utility Work”
The Dry Utility work is winding down. Comcast and MBI – Wi-Fi have completed their relocations and these systems are operational. Verizon has mobilized the site and installed two of their connecting boxes. They are waiting on delivery of the new cables to start the underground installation. At the present time Verizon has a completion date on Oct. 15th. The delay in the pole removal on Olive Street has resulted in a resequencing of the Wet Utility work as noted below. Saturday there will be a street sweeper brought in to clear the dust from Olive Street.
“Wet Utility Work”
The Wet Utility sequence has been changed. The original intent was to install the new manhole at the North end of the Recorder parking lot (PDMH #3) and then move back to the existing manhole on Olive Street adjacent to the Dance Studio and work from that point to the North end. The rationale was twofold first the existing storm drain in the Recorder parking lot approximately 24 feet below grade had to be located. Once located the concept of moving to Olive Street was to work up hill allowing the groundwater to continue running down the installed piping to the existing drainage points. This plan was based on the Olive Street Poles being removed prior to the crew moving to that area which will not be achieved at this point.
The new sequence continues with the installation of PDMH #3 at the North end of the Recorder Parking lot, completed Wednesday, Sept. 27th. The crew then moved to the South end of the Recorder Parking lot to install a new Manhole (PDMH # 2). This location is far enough away from the existing Olive Street pole to allow benching down to be done. This manhole should be completed by Monday, Oct. 2nd the 18” RCP Storm Drain piping will then be installed from the South end of the Recorder Parking Lot to PDMH #3 at the North end. This work is the deepest excavation in that area and is expected to be completed Thursday, Oct. 5th .
Completion of this will trigger the start of work on Olive Street with replacement of the existing manhole adjacent to the Dance Studio, EDPH #2 starting Friday Oct. 6th and completing Tuesday, Oct. 10th allowing installation of the 18” RCP piping from the new EDMH #2 to another new manhole at the entrance of the Recorder Parking lot (PDMH #1). Next the 18” RCP pipe will run from PDMH #1 in Olive Street to manhole PDMH #2 in the Recorder Parking with a completion date of Tuesday, Oct. 24th completing the deepest excavations.
The Formal Ground Breaking Ceremony date is still pending confirmation of the Governor’s schedule. The Project Sign has been approved and is being fabricated.

Wet Utility work in the next two weeks will require deep excavations. This work will require more restricted access on Olive Street to maintain proper distance from vehicles and the trench shoring to assure a safe work environment.
“Dry Utility Work”
The Eversource utility relocation work started on Tuesday, Sept. 18th and will continue through Wednesday, Sept. 27th . Eversource executed the outages required to make the transfer to the new power cables on Saturday, Sept. 23rd . Eversource is scheduled to pull their wires from the existing poles on Monday Sept. 25th .
Comcast started pulling their cable on Sept 14th and are continuing this effort next week. They are scheduled to complete their work and remove the wires from the poles by Wednesday, Sept 27th. The MBI and Wi-Fi work is scheduled to start wire relocations Monday, Sept 25th and complete by Wednesday, Sept 26 th . We are still working with Verizon to finalize their schedule. Completion of the Verizon relocation is a concern relative to the schedule as two of the poles are located close to the deep excavation required for the Strom Drain piping replacement. We are working with the Town and Verizon to try and expedite this relocation effort.
“Wet Utility Work”
Work is underway with benching The Recorder parking lot to reduce the depth of the excavations required. The soils removed from this area are being stored in the fenced in area behind the Dance Studio. DOC is working with the Town to secure an additional storage area off site if required.
An excavation was conducted on Friday, Sept. 22nd to locate the Storm Drain structure in the North end of the Recorder Parking Lot. This effort was successful and the excavation for the new Manhole Storm Drain (PDMH#3) will commence on Monday, Sept. 25th and be completed by Tuesday, Sept. 26th . After completion of the manhole installation in the Recorder Parking lot they will move to the West end of Olive Street adjacent to Karen’s Dance Studio. The existing manhole (EDMH#2) at this location was found to be inadequate to support the new storm drain piping installation and will be replaced. Excavation in this area will commence on Wednesday, Sept. 27th with installation of the new replacement manhole scheduled for Friday, Sept. 29th. This will allow the start of the excavation and installation of the 18” RCP Storm Drain piping from the Dance Studio moving East on Olive Street to the entrance of the Recorder Parking lot. This activity will start on Monday, Oct. 2nd and reach the new manhole (PDMH#1) location on Friday, Oct 10th. Installation of the new manhole (PDMN#1) will start on Friday, Oct.6th and be completed by Monday, Oct. 9th.

The major focus of the project over the next two weeks remains within the Dry and Wet Utilities Project scope. The type of work being performed is changing in both activities as noted below.
“Dry Utility Work”
Installation of the duct banks on Olive Street has been completed. T&M is installing temporary asphalt where the duct banks crossed Olive Street and/or the driveways to Olive Street for the winter period. This activity should be completed by Tuesday, Sept 19th.
A meeting with the Utilities is scheduled for Monday morning, Sept 18th to review the interconnection point at Olive Street and Bank Row. The start of the Utility relocation work will begin Tuesday, Sept. 18th. Peter Sickler (DOC) will coordinate with Eversource and the End Users to assure they are aware of the scheduled power outages and the time is coordinated to minimize any disruptions.
Eversource is planning on connecting portable generators to minimize the power outage durations estimated at approximately an hour. They have scheduled these activities for Saturday, Sept. 23rd. Eversource is scheduled to pull the wires from the existing poles on Monday Sept. 25th. Comcast started pulling their cable on Sept 14th and are scheduled to complete this work and remove their wires from the existing poles by Sept 27th. The MBI and Wi-Fi work is scheduled to for their wire relocations from Sept 25th through Sept 26th. We are working with Verizon to finalize their schedule.

The work is in progress and the activities are increasing. The relocation of The Recorder Parking Lot to the temporary Olive Street Parking Lot was implemented and parking appears to be adequate for supporting the business requirements. We are working with the Town to provide an additional 3 parking permits for The Recorder.
Saw Cutting the blacktop and concrete in The Recorder parking lot was completed on Thursday and the fencing relocated. DOC is working with various organizations to relocate the dumpsters to assure adequate access in this area.
The benching to reduce the depth of the excavation for the Wet Utilities, i.e. sewer and drainage will commence on Monday Sept 18th through Wednesday Sept 20th. The soils removed from this area will be stored in the fenced in area behind the Dance Studio.
The first excavation for the installation of a new Manhole (PDMH #3) will commence in the North end of the Recorder Parking Lot on Thursday, Sept 21st and be completed on Monday, Sept 25th. This is a deep excavation and will require shoring to assure a safe work environment. A Safety meeting was conducted at the DOC office on site last week to review the Safety Plan updates are in process and will be in place prior to the start of these excavations.
In order to allow the water drainage to move down the existing drainage piping the work will be done in an uphill directions i.e. starting at the existing manhole on Olive Street (EDMH # 2) and install the piping eastbound along Olive Street to a new Manhole PDMH # 1.
Due to the depth of this excavation a J Barrier will be required on Olive Street to prevent equipment and/or vehicles from getting too close to the excavation.
The Formal Ground Breaking Ceremony planned date is being reviewed with the Governor. We anticipate finalizing the scheduled date early next week.

This is the second installment of the weekly progress report and upcoming work schedule for the Town of Greenfield Olive Street Garage Project. Going forward we will update the Two Week Look Ahead Schedule each Friday, and issue the Weekly Newsletter the following Monday.
The major focus of the project over the next two weeks will be in two key work scopes. First installation of the new duct banks under and along Olive Street and in the planting area, the “Dry Utility” work. The installation of the duct banks in this area are scheduled to be completed by Tuesday Sept 12th . This will allow the utilities to start their work. Comcast is schedule to start pulling their cable on Sept 14th they are scheduled to complete this work and remove their wires from the existing poles by Sept 25th. The MBI and Wi-Fi work is scheduled to start on Sept 18th . Verizon and Eversource are both scheduled to start their work on Sept 18th. All of the utility rerouting work is scheduled to be completed by Sept 25th . The utility companies will contact the abutters to schedule the required shutdowns to minimize or eliminate disruptions to effected buildings.
The Project team was notified this past week of some damage to the Garden planting area including the sign and several plants. The sign has been repaired and remounted. Some of the damaged plants have been replaced, with the remaining damaged plants to be replaced after the work in this area is completed.
The “Wet Utility” work has been scheduled to start Monday, September 11th . The first activity is relocation of the vehicles parking in The Recorder parking lot. All parties have been notified and a new parking area will be available Monday morning. Due to the limited space this area will be restricted to parking for The Recorder and Bob Cartelli's Body Shop personnel. Parking permits have been provided by the Town to both parties for this area. The temporary entrance to this parking area from Bank Row has been installed and the trees removed.
Some preliminary work will commence in the Recorder Parking lot on Monday Sept 11th to prepare for the major activities. The reclaiming of the pavement in the Recorder Lot is scheduled to commence on Thursday, Sept 14th. This will be followed by the benching in the area. The benching will lower the depth of the trenching required for the piping installation. This is done to allow the use of shoring to protect the workers from risk of a trench collapsing.
In order to allow the contractor to work “uphill” to avoid water build up in the trenching they will start at the existing manhole in Olive Street and install the piping eastbound along Olive Street. The piping will be installed up to the next manhole on Olive Street where the lines turn North through the Recorder Parking. This work is expected to start on Sept 18th and run through Sept 29th. During this time the excavated soils will be stored in the fenced in area off of Olive Street adjacent to the Dance Studio.
The Project signage has been drafted and will be installed before Sept 29th. The Formal Ground Breaking Ceremony for the project is still tentatively scheduled for Friday September 29th at 11 a.m.

This is the first installment of the weekly progress report and upcoming work schedule for the Town of Greenfield Olive Street Garage Project.
Work on the project began on August 14, 2017. The first task undertaken was to install new duct banks under the road and in the planting area on the south side of Olive Street. These duct banks will eventually be used to carry power and data lines that under the street. These lines are currently located on the telephone poles on Olive Street. These poles will be removed and the utilities will run underground. This was necessary because the poles will conflict with the future garage and because of their proximity to deep underground drain lines that need to be installed. The installation of the duct banks will be completed next week and the utility companies should start installing wiring the following week. It will take several weeks to install the wiring and to switch over the services. All abutters will be contacted by the utility companies long in advance of any shutdowns so these can be scheduled to minimize or eliminate any disruption to effected buildings.
Next week, the general contractor, Daniel O’Connell’s Sons Inc. (DOC), will also be preparing for the start of the “wet utility” work. These preparations will include installation of an entry to the upper parking lot from Bank Row, removal of effected trees, removal of signage and adjustment of fencing. The installation of 2 drain lines and a sewer line will start the following week in the Recorder Parking Lot. Per an agreement with the Recorder, all existing parking in that lot will be relocated to the north section of the Olive Street lot while this work is being performed. When complete the recorder lot will be repaved and re-marked. This wet utility work will take several weeks to complete. The next step will be Wet Utility work in Olive Street but this work can not start until the utility company poles have been removed. We anticipate that it will take into early October to complete the overhead utility relocations.
The Formal Ground Breaking Ceremony for the project has tentatively been scheduled for Friday September 29th at 11 a.m.

Town of Greenfield and/or the Franklin Regional Council of Governments have completed the following work:
Several development projects in Downtown Greenfield necessitate new parking. The John W. Olver Regional Transit Center is a hub for bus service in Franklin County, serves as offices for the employees of the Franklin Regional Transit Authority and Franklin Regional Council of Governments (approximately 50 employees in total), and serves as the passenger rail stop for Franklin County. Per Federal Transit Administration rules, parking at the transit center is limited to a small number of parking spaces intended for transit users only.
The Franklin County Courthouse completed a $60 million overhaul in 2016. The redesign of the Courthouse added several thousand square feet to the building. To retain the historic integrity of the building, the expansion extended out, instead of up, and resulted in a reduction of approximately 60-70 parking spaces.
Additionally, with historic and new market tax credits, ten buildings in the Bank Row Urban Renewal Area (BRURA) in downtown Greenfield have recently been redeveloped with a mix of commercial, civic, and residential uses, further increasing the need for parking in this area.
